Lean Government and Administration

Governments and local administrations face increasing pressures in service delivery and the delivery of results, from their constituents, their own employees, and from their bosses.

However, in some areas, the public sector faces a number of barriers which may not exist in the private sector - ignorance of the potential of process improvements, lack of training and experience of employees, trade union presence, and functional silos combining with undocumented processes to create an environment in which it is not clear who has responsibility for the global 'value streams'.

Lean Management was developed in manufacturing, and much of the terminology is adapted to an industrial environment. However, the transformation approach and its tools and methods can be adapted to all structures, and Lean Business France can support the introduction Lean Management to improve the delivery of services in the public sector.

However, the Lean journey may be long. Government organisations that have successfully implemented Lean are typified by :

- key leadership positions having been in place for lengthy periods,

- a commitment that employees will not lose their jobs as a consequence of an improvement project,

-gradual improvements over a number of years rather than weeks or months.

However, those that have succeeded have generated

- a lean, agile organisation connected to the actual constituents' demand,

- responsiveness to the constituents needs for new programmes and services,

- continuous improvement enhancing value for all stakeholders,

- an efficient and effective use of all resources,

- a transformation of the culture to sustain long-term improvements, and

- an improvement in the quality of life for all constituents.
